Reduce dependency on foreign oil. Set caps on carbon and other greenhouse gas emissions, and provide industries with tradable credits. Promote nuclear energy to power homes and businesses. Promote partnerships between utilities and automakers to accelerate the deployment of plug-in hybrids. Bolster troops on the ground and implement a new counterinsurgency strategy. Strengthen the Iraqi Armed Forces and police. Keep generals and senior officials in place for as long as possible. Greater emphasis on non-military components promoting economic development and representative, accountable governance. Keep the American people informed on the progress in Iraq and what the future holds there. Permanently repeal the Alternative Minimum Tax. Make the Bush income and investment tax cuts permanent, keeping income tax rates at their current level. Seek a permanent ban on internet taxes and new cellphone taxes. Overhaul unemployment insurance and make it a program for retraining, relocating and assisting workers who have lost a job. Offer a choice of affordable health care plans to pick from. Insurance companies would have to offer and renew coverage to anyone who applies and pays their premium. Tax credits for working families to help them cover their health care costs. Tax credits to small businesses that provide health care to their workers to help defray their coverage costs. Deploy new technology that can help stop the flow of undocumented immigrants into the country and an employer verification system that is universal, accurate, timely and does not lead to discrimination and abuse by employers. Opposes a guest worker program. Supports an Ag Jobs program. Cap and trade system for carbon emissions, stronger energy and auto efficiency standards and a significant increase in green research funding. Reduce greenhouse gas emissions by 80 percent from 1990 levels by 2050 to avoid the worst effects of global warming. Cut foreign oil imports by two-thirds from 2030 projected levels, more than 10 million barrels per day. End the war and bring troops home within the first 60 days in office. Direct aid to the Iraqi people and broker peace among the parties in Iraq. Convene a regional stabilization group composed of key allies, other global powers, and all of the states bordering Iraq to develop and implement a strategy to create a stable Iraq. Lower taxes for middle class families by extending the middle class tax cuts including child tax credit and marriage penalty relief. Develop a set of budget rules requiring government to fund new expenditures with new revenues or cuts in other areas. Call for a moratorium on home foreclosures of at least 90 days, freeze on interest rates, and financial counseling for at-risk homeowners.

Create a National Health Insurance Exchange to help individuals who wish to purchase a private insurance plan. Require that all children have health care coverage. Expand eligibility for the Medicaid and SCHIP programs. Allow Americans to buy their medicines from other developed countries if the drugs are safe and prices are lower outside the U.S. Additional personnel, infrastructure and technology on the border and at our ports of entry. Remove incentives to enter the country illegally by cracking down on employers who hire undocumented immigrants. Supports a system that allows undocumented immigrants who are in good standing to pay a fine, learn English, and go to the back of the line for the opportunity to become citizens. Promote economic development in Mexico to decrease illegal immigration. Implementation of a market-based cap-and-trade system to reduce carbon emissions by 80 percent below 1990 levels by 2050. Invest $150 billion over 10 years to advance the next generation of biofuels and fuel infrastructure, accelerate the commercialization of plug-in hybrids, promote development of commercial-scale renewable energy, invest in low-emissions coal plants, and begin the transition to a new digital electricity grid. End the war and have all combat troops out of Iraq in 16 months. Keep some troops in Iraq to protect our embassy and diplomats. Engage representatives from all levels of Iraqi society – in and out of government – to seek a new accord on Iraq’s Constitution and governance. Establish compact aimed at securing Iraq’s borders. Provide at least $2 billion to expand services to Iraqi refugees in neighboring countries, and ensure that Iraqis inside their own country can find a safe-haven. Create a new “Making Work Pay” tax credit of up to $500 per person, or $1,000 per working family. Create a universal 10% mortgage tax credit with the average recipient receiving approximately $500 per year in tax savings. Create a new fully-refundable American Opportunity Tax Credit to ensure the first $4,000 of a college education is completely free for most Americans.
